Question: Why would you put the chemicals in aviation fuel, which would then be dispersed on the wind many many miles from where it was spread, and utterly diluted, rather than putting it in diesel or unleaded where you could target large, dense populations with ease?

Does not make sense, much like the argument that mobile phones give you brain tumours. The simple question would be why we are not seeing lots of people with cancer in their hands.
